Abstract How does regulation change in authoritarian polities that tightly control public discourse and social mobilization? Socio‐legal theories assume that regulation changes through intersubjective dialogical exchanges that persuade regulators to alter how they perceive social problems and the appropriate regulatory responses.

Methadone Maintenance Therapy in Vietnam: An Overview and Scaling‐Up Plan
Vietnam is among the countries with the highest rate of HIV transmission through injecting drug users. HIV prevalence among injecting drug users is 20% and up to 50% in many provinces. An estimated number of drug users in the country by the end of 2011 were 171,000 in which the most common is heroin (85%).

We examined clinical and nutritional predictors of weight change over two consecutive 6‐month intervals among 99 HIV‐positive male injection drug users initiating antiretroviral therapy (ART) in Hanoi, Vietnam. The average weight gain was 3.1 ± 4.8 kg in the first six months after ART and 0.8 ± 3.0 kg in the following six months.
