This paper reveals the need for preventive measures to prevent and mitigate the effects of emergency situations, and their effectiveness. The result of the work is a developed methodology for assessing prevented damage, which will allow one to predict the consequences of accidents and to compare the costs of preventive measures with prevented damage.
