研究了法国如何通过可再生能源区域发展政策解决可再生能源发展不平衡,以及各参与方利益难协调的问题,为中国可再生能源的平稳有序发展提出建议。法国政府致力于促进可再生能源的发展,由政府立法制定其全国的可再生能源建设与发展的长期目标,统筹电网企业、可再生能源发电企业共同协调执行法国的绿色能源转型战略。文中充分借鉴法国各相关方集中参与、协调编制的区域可再生能源发展规划,计算各变电站可再生能源的接入容量,分摊电网改造的投资费用,并依据该规划实现地区可再生能源发展的有序管控。
