论述了我国西部开发水的问题是一个关键问题,提出城市污水采用氧化塘(兼作蓄水塘)处理技术,具有兼顾污水处理与回用的需要;能大幅度降低工程投资与运行费用和合理控制城市水污染等优点。这一污水处理与回用技术对西部干旱缺水的城市和建制镇,实现利用污水资源,发展林业和污水土地深度处理,减免城市水污染将起到重要作用。研究表明,到2010年,当城市周边实现污水灌溉林农业的土地面积达到城区面积的2~4倍时,将有效促进干旱地区的生态林农业区开发,以及生态都市建设和城市化发展进程。

本文综合环境、经济和技术等方面因素,论述我国城市污水进行必要的集中处理,是比较经济合理的方案,提出大城市应主要发展二级污水处理厂,中小城镇开发氧化塘技术是较有前途的。经过努力,预计到2000年,我国城市污水将有40%通过处理达到标准并主要回用于城市或农业灌溉。城市水污染问题会得到较明显改善。
