Zhejiang Daxue xuebao. Lixue ban利用长三角地区41个城市2008—2019年数据，构建了数字企业选址的泊松及负二项模型，评估工业用地配置和营商环境对新生数字企业区位选择的影响。实证结果表明，营商环境水平对新生数字企业选址具有显著的促进作用，而采用单一的低价工业用地策略对新生数字企业入驻的吸引效力已衰竭。若在营商环境水平提高的同时，低价出让工业用地，对新生数字企业仍有拉动作用。城市营商环境的改善对新生数字企业选址存在空间溢出负效应。相较于采用低价出让工业用地策略，提升城市营商环境水平对新生数字企业的吸引力更大 ...
