采用系统论的基本原理,分析了水的自然循环和社会循环的系统特性;认为水的自然循环是具有自组织结构的非平衡开放系统,水的社会循环是具有人工组织结构特性的非平衡开放系统。探讨了水工业体系与水循环系统的统一性。根据系统结构决定系统功能的原理,提出了建立水工业体系应以整个水的社会循环作为对象、以系统科学理论作为认识论和方法论、优先组建系统运作三要素等建议。
