昆明作为云贵高原典型山地城市,滇池流域受特殊地理水文条件及城市化进程叠加影响,洪涝灾害频发,既威胁城市安全,又对滇池生态环境构成潜在风险。本文基于昆明面山防洪工程实践,从宏观视角解析区域地理与水文特征,系统梳理工程核心治理思路及现有主要措施,剖析实施过程中的关键问题与改进方向,最终提出未来治理优化路径。研究表明:昆明面山防洪需以“上截、中疏、下排”为核心框架,融合智慧化、生态化、系统化理念,构建“工程-管理-生态”协同联动的防洪体系,最终实现城市安全保障与滇池生态保护的双重目标。
