When Public Budgets Break Bad: Administrative Fines as Hidden Taxation Under Fiscal Pressure
Abstract Do fiscally stressed governments turn administrative fines into hidden taxation? After the 2021 collapse of land‐transfer revenue removed local budgets' own‐source income, we compare Chinese cities with differing exposure to this common shock, using 20 million penalty records processed with a fine‐tuned language model.

“Justifying Military Conscription”
ABSTRACT I argue that wartime military conscription can be justified only if potential conscripts have duties to enlist, or duties to participate in an enlistment lottery, that conscription forces them to discharge. I explore whether our interpersonal duties to rescue can ground a duty to enlist.

Summary A 16‐month‐old, male, neutered cocker spaniel developed gastrointestinal signs following ingestion of a homemade modelling dough containing cream of tartar. Blood biochemistry (29 hours post‐ingestion) showed elevated creatinine, urea and symmetric dimethylarginine (SDMA).
