The signal timing at an intersection is defined by three parameters: cycle time, phase split, and offset.

New Normalizing Signals for Robust Adaptive Control
1991 American Control Conference, 1991This paper presents some new normalizing signals for the design of robust adaptive control schemes for plants with unmodeled dynamics and bounded disturbances. The stability margin of the unmodeled dynamics is not needed to generate the normalizing signal.

Optimal Signal Control Using Adaptive Dynamic Programming
2005This paper develops an adaptive, optimal planning algorithm for signal control at a single intersection using an efficient dynamic programming technique. It is called ADPAS (Adaptive Dynamic Programming Algorithm for Signaling). The objective of ADPAS is to minimize the total delay experienced by vehicles passing through an intersection.
