Agricultural policy has been seen as exceptional, compartmentalized and complex. Consequently, policy making in agriculture has been portrayed as particularly difficult - sometimes as an example of a 'wicked problem'. In this paper I argue that agricultural policy is more than 'just' a complex and wicked problem.
