Using a “Disagreement Index” to Examine Cabinet Decision‐Making

Abstract This article introduces a Disagreement Index (DI) to measure formal disagreement in Westminster cabinet decision‐making using declassified archival records. The DI converts observable decision outcomes, including approval, amendment, deferral, and rejection, into a standardized quantitative measure.
