Quantifying Distribution System Resilience From Utility Data: Large Event Risk and Benefits of Investments

We present a data‐driven method to quantify resilience and risk to large blackouts in electric distribution systems using historical outage data. We introduce new risk metrics based on the probability and log‐average cost of large outage events, avoiding the impracticality of estimating the mean due to heavy‐tailed cost distributions.
