Osmanlılar fetihten sonra Basra’yı iyi yönetebilmek için belirli idari ve ekonomik kural ve düzenlemeler uygulamıştır. Ancak, çeşitli sıkıntılar nedeniyle Osmanlı valileri Basra’yı hakkıyla idare edememişti.
