Consider BIB designs with parameters $v, b, r, k$ and $\lambda$. Define the support of a BIB design to be the set of its distinct blocks and let the cardinality of the support be $b^\ast$. If $b^\ast < b$ then the design is said to be a BIB design with repeated blocks.

Recursive constructions for cyclic BIB designs and their generalizations
This is a well-written, fairly complete survey of results on recursive techniques for constructing cyclic and 1-rotational block designs. An extensive discussion of the application of such techniques to cyclically nested designs is given. Finally, one construction is generalized to other sharply transitive groups.
