Der Entschlus der Nordwestdeutsche Kraftwerke AG, Hamburg, ein Kraftwerk bei Emden zu errichten, entsprang dem Bedurfnis, eine leistungsfahige Stromquelle im Westen ihres Versorgungsgebietes zu schaffen. Die Lage am Emdener Seeschiff-Binnenhafen gewahrleistet einen von den Gezeiten unabhangigen Wasserstand.

Wird in der Produktion nicht nur Kraft, sondern auch Warme benotigt, so bietet die Warme-Kraft-Kupplung eine hervorragende Moglichkeit zur Senkung der Produktionskosten.
