The Governor's Dilemma and Regime Complexity: Diversification and Differentiation
ABSTRACT States, firms, and other types of governors routinely rely on intermediaries to govern issues on their behalf. Such indirect governance drives regime complexity: governors frequently enlist multiple intermediaries for governing an issue.
