Modifications to PUCL3 rule for bycatch.
The PUCL3 rule is used to set horse-mackerel bycatch limits for the pelagic fishery. Here a modification is put forward based on two reasons: an updated horse-mackerel assessment, and an alternative resampling method used in the computations.
