Intrinsic Capacity [PDF]

open access: yesIEEE Transactions on Information Theory, 2017
Every channel can be expressed as a convex combination of deterministic channels with each deterministic channel corresponding to one particular intrinsic state. Such convex combinations are in general not unique, each giving rise to a specific intrinsic-

Control Capacity

open access: yesIEEE Transactions on Information Theory, 2015
Feedback control actively dissipates uncertainty from a dynamical system by means of actuation. We develop a notion of "control capacity" that gives a fundamental limit (in bits) on the rate at which a controller can dissipate the uncertainty from a system, i.e. stabilize to a known fixed point.

Measurement of patient reported disability using WHODAS 2.0 before and after surgical intervention in Madagascar

open access: yesBMC Health Services Research, 2018
Background Patient reported outcomes (PRO) measure the quality of care from the patient’s perspective. PROs are an important measure of surgical outcome and can be used to calculate health gains after surgical treatment.

Reviewing the Oceanic Niño Index (ONI) to Enhance Societal Readiness for El Niño’s Impacts

open access: yesInternational Journal of Disaster Risk Science, 2020
NOAA’s Oceanic Niño Index (ONI) is used to record for historical purposes the occurrence and duration of El Niño episodes, based on the monitoring of sea surface temperatures (SSTs) in the central Pacific Ocean.

Mainstreaming the Full ENSO: Linking Present Weather and Future Climate

open access: yesInternational Journal of Disaster Risk Science, 2022
In this article we propose that all countries that are striving to become a Weather-Ready Nation (WRN) would benefit greatly from including El Niño-Southern Oscillation (ENSO)-related research findings into their decision-making processes, not only when ...

Quantum rebound capacity [PDF]

open access: yes, 2019
Inspired by the power of abstraction in information theory, we consider quantum rebound protocols as a way of providing a unifying perspective to deal with several information-processing tasks related to and extending quantum channel discrimination to ...
