본 연구의 목적은 공공기관이 제공하는 공공서비스의 수준이 차이가 없다는 가정을 토대로 서비스 수요자인 주민들의 특성에 따라 공공서비스의 주민만족도가 차이가 나는지를 규명하고 이에 따른 이론적 정책적 함의를 제시하는 것이다. 이를 위해 이론적 논의를 토대로 연구가설을 설정하였고 연구가설을 규명하기 위해 충남의 15개 시 군 616명의 주민들을 대상으로 공공서비스 주민만족도 설문조사를 실시하였다. 본 연구의 연구결과를 요약하면 다음과 같다.
