In plannig multipurpose reclaimed lands from the national economic viewpoint, we can evaluate the benefits of these lands by the total amount of “Willingness To Pay”(i. e.“bid price”) to acquire the lot of each facility that stands on. On the other hand, the cost of reclamation work corresponds to the total amount of resources lost by reclamation.
