Fast codebook design of vector quantisation

To reduce the computational overhead of the codebook design of vector quantisation, a fast codebook design method is proposed. In this method, the energy distribution of vectors is improved by rearranging the elements of vectors based on the information of the energy distribution at each dimension of the initial codebook.
