Our society’s attitude toward crime and criminals is often reflected in the words we use to describe treatments or institutions. Once we called them penitentiaries because that’s where we sent sinners to reflect on their deeds and repent. Much was made of rehabilitation as reform swept our chain gangs and prison colonies.
