Cyclic Steiner Triple Systems with Cyclic Subsystems

A cyclic Steiner triple system of order v, denoted by CTS(v), is a Steiner triple system with a regular cyclic automorphism group. A CTS(v) exists if and only if \(v\equiv 1\) or 3 (mod 6), \(v\neq 9\). Let \(v=nu\), \(n>1\), \(u>1\). The article under consideration answers the question as to what are the necessary and sufficient conditions for a CTS(v)

On quasi-cyclic codes as a generalization of cyclic codes

In this article we see quasi-cyclic codes as block cyclic codes. We generalize some properties of cyclic codes to quasi-cyclic ones such as generator polynomials and ideals. Indeed we show a one-to-one correspondence between l-quasi-cyclic codes of length m and ideals of M_l(Fq)[X]/(X^m-1).

Pro-cyclicality of capital regulation: is it a problem? How to fix it? [PDF]

We use a macroeconomic euro area model with a bank sector to study the pro-cyclical effect of the capital regulation, focusing on the extra pro-cyclicality induced by Basel II over Basel I. Our results suggest that this incremental effect is modest.
