The successful passing of this initiative at the ballot box made Ohio the 24th state and largest Republican voting state to adopt a recreational adult‐use marijuana policy. Issue 2 was voted in favor of by a margin of 57% to 43%.

Policy Studies Journal, Volume 54, Issue 1, February 2026.ABSTRACT Research on advocacy coalitions suggests that belief homophily—the tendency of actors to coordinate based on shared policy beliefs—drives coalition formation. However, coalition opportunity structures, which are shaped by institutional contexts, may influence the extent to which belief homophily matters.
