Politics, practitioners and people: direct payments for community care, a case study in policy implementation [PDF]

open access: yes, 2003
This thesis explores the complex nature of the policy process through the actions and intentions of the multiplicity of national and local actors involved in the development, through implementation, of a particular initiative: direct payments for ...

Multimodal Human–Robot Interaction Using Human Pose Estimation and Local Large Language Models

open access: yesAdvanced Robotics Research, EarlyView.
A multimodal human–robot interaction framework integrates human pose estimation (HPE) and a large language model (LLM) for gesture‐ and voice‐based robot control. Speech‐to‐text (STT) enables voice command interpretation, while a safety‐aware arbitration mechanism prioritizes gesture input for rapid intervention.

Consensus Formation and Change are Enhanced by Neutrality

open access: yesAdvanced Science, EarlyView.
Neutral agents are shown to enhance both the formation and overturning of consensus in collective decision‐making. A general mathematical model and experiments with locusts and humans reveal that neutrality enables robust consensus via simple interactions and accelerates consensus change by reducing effective population size.

COULD THE RADICAL CHANGES OF DIRECT PAYMENTS POLICY DESTROY AGRICULTURAL MARKETS IN THE EU NEW MEMBER STATES?

open access: yesEkonomika Poljoprivrede (1979), 2011
The form and scope of direct payments under the Common Agricultural Policy are controversial for several reasons: high budgetary costs, unfair distribution between old and new Member States and weak argumentation of payments; consequently, they will ...

Paternal Circadian Disruption Impairs Offspring Cognition via Sperm microRNAs

open access: yesAdvanced Science, EarlyView.
Paternal circadian disruption remodels the sperm small RNA payload, elevating miR‐92a‐3p/miR‐25‐3p levels and perturbing early embryonic gene regulatory programs. Microinjection experiments and single‐embryo transcriptomics reveal sex‐specific developmental vulnerabilities, ultimately impairing offspring hippocampal synaptic plasticity and cognition ...

ROMANIAN ELECTRONIC SYSTEM OF INTERBANK PAYMENTS IN THE BACKGROUND OF CREATING THE SINGLE EURO PAYMENTS AREA [PDF]

open access: yes
Along with financial markets growth, the amplitude of settlements through payment systems has continuously increased. At the same time, it is necessary to be correlated with the need of streamline of noncash payments and with clients’ demands to transfer

Circular RNA circNrip1 Interacts with SYNCRIP to Promote Neuropathic Pain by Stabilizing Tlr2 mRNA in Primary Sensory Neurons

open access: yesAdvanced Science, EarlyView.
Model of circNrip1 (cNrip1) upregulation driving neuropathic pain mechanisms. After peripheral nerve injury, increased FUS triggers the formation and upregulation of cNrip1 in injured DRG neurons. Upregulated cNrip1 recruits SYNCRIP to the 3′‐UTR of Tlr2 mRNA by binding to both, thereby promoting SYNCRIP‐triggered Tlr2 mRNA stability and increasing ...
