Discount Rates for Long-Term Projects: The Cost of Capital and Social Discount Rate Compared [PDF]

open access: yesSSRN Electronic Journal, 2014
Research on the cost of capital and on the social discount rate (SDR) has developed largely along separate paths. This paper offers an overview and comparison of both concepts. The consumption-based theory of discount rates is common to both, but there are striking differences in how the cost of capital and SDR are estimated.

Historical Foundation and Practical Guideline for Ferroelectric Switching Kinetic Studies

open access: yesAdvanced Functional Materials, EarlyView.
The P and U pulses in the conventional PUND measurements are not identical because of the interplay between switching current and the measurement circuit components. This circuit effect can lead to a shift in polarization transients and misinterpreted physics in the switching kinetics.

Determining the Discount Rate for Government Projects [PDF]

open access: yes
Discount rates are widely used in the public sector to assess policy proposals where costs and benefits accrue over long time periods. Socially optimal policy choices require an appropriate choice of discount rate.

Engineering Pendant Group Chemistry to Control Hydrophilicity and Oxidative Degradation of Thioketal‐Based Biomaterials

open access: yesAdvanced Functional Materials, EarlyView.
Thioketal (TK) polymers are promising biomaterials due to their selective biodegradation by reactive oxygen species (ROS), but they respond slowly to physiologic doses of ROS. Here, the TK bond's pendant groups are modified to enhance the degradation of TK‐based implants both in vitro and in vivo.

Managing uncertainty: The search for a golden discount-rate rule for defined-benefit pensions

open access: yes, 2019
This Commentary examines how the choice of a pension plan discount rate affects the tradeoff between the risk of holding insufficient assets to pay promised benefits and the cost of acquiring more assets.

Beyond Presumptions: Toward Mechanistic Clarity in Metal‐Free Carbon Catalysts for Electrochemical H2O2 Production via Data Science

open access: yesAdvanced Materials, EarlyView.
Metal‐free carbon catalysts enable the sustainable synthesis of hydrogen peroxide via two‐electron oxygen reduction; however, active site complexity continues to hinder reliable interpretation. This review critiques correlation‐based approaches and highlights the importance of orthogonal experimental designs, standardized catalyst passports ...

Country Risk, Foreign Borrowing and the Social Discount Rate in an Open Developing Economy [PDF]

open access: yes
Most discussions on the social rate of discount have assumed that the economy under consideration is isolated from the rest of the world, and that there are no capital movements.
