1998When Mikhail Gorbachev returned from the Black Sea to the Kremlin after the failure of the attempted Soviet coup of August 1991, he felt, he said, as though he were in a ‘different country’. This sentiment was a few months premature, but the then USSR was already itself operating in a ‘different world’.
