ASEAN was formed in 1967, against a background of external and internal tensions. Externally, the Vietnam War threatened increasing superpower involvement in the region. Internally, recent conflicts included Indonesian confrontation with the new Federation of Malaysia and the break up of the Federation in 1965. The Philippines claimed Sabah.
