The impact of CON regulation on hospital efficiency
Health Care Management Science, 2009In this paper we propose an empirically implementable measure of aggregate-level efficiency along the lines of Debreu's (1951) coefficient of resource utilization but restricted to the production side. The efficiency measure is based on directional distance functions, which allows the overall measure of efficiency to be decomposed into measures of ...

Is telecommunications regulation efficient? An international perspective
Telecommunications Policy, 2008This article addresses the question of the efficiency of regulation policies in the telecommunications sector. We first recall the different components of efficiency (in particular static and dynamic ones). We identify the main policies used in order to reach them, distinguishing effective competition from industrial policies.

Asymptotically Efficient Self-Tuning Regulators
SIAM Journal on Control and Optimization, 1987The paper is concerned with the issue of convergence in self-tuning control. In adaptive control, there is a conflicting requirement on the control input to provide on the one hand good output regulation and on the other hand sufficient excitation so as to provide reliable parameter estimates.

On the Assessment of Regulators' Efficiency: An Application to European Telecommunications [PDF]
PurposeThe aim of this paper is to provide a new and simple approach to the empirical assessment of the internal efficiency of national regulatory authorities (NRAs) based on outcomes on regulated markets. Moreover, in order to illustrate this approach, the authors apply the proposed methodology to telecommunications.Design/methodology/approachFirst ...

Tariff regulation with energy efficiency goals
Energy Economics, 2014We study the optimal tariff structure that could induce a regulated utility to promote energy efficiency by its customers given that it is privately informed about the effectiveness of its effort on demand reduction. The regulator should optimally offer a menu of incentive compatible two-part tariffs.

Efficient mucociliary transport relies on efficient regulation of ciliary beating
Respiratory Physiology & Neurobiology, 2008The respiratory mucociliary epithelium is a synchronized and highly effective waste-disposal system. It uses mucus as a vehicle, driven by beating cilia, to transport unwanted particles, trapped in the mucus, away from the respiratory system. The ciliary machinery can function in at least two different modes: a low rate of beating that requires only ...

Area-efficient linear regulator with ultra-fast load regulation
IEEE Journal of Solid-State Circuits, 2005We demonstrate a fully integrated linear regulator for multisupply voltage microprocessors implemented in a 90 nm CMOS technology. Ultra-fast single-stage load regulation achieves a 0.54-ns response time at 94% current efficiency. For a 1.2-V input voltage and 0.9-V output voltage the regulator enables a 90 mV/sub P-P/ output droop for a 100-mA load ...

A highly efficient inductorless voltage regulator
IEEE Journal of Solid-State Circuits, 1969This versatile and highly efficient voltage regulator, for applications where the conventional series regulator and the inductor type of switching regulator are impractical, uses solid-state switching techniques. Efficiencies greater than 90 percent have been achieved, independent of input voltage amplitudes.

Securities regulation and market efficiency
International Review of Law and Economics, 1985Abstract Previous studies on insider trading activities in Canada prior to 1975 showed that insiders earned above average returns. This study examined the trading performance of senior officers, company directors and bank directors who were simultaneously company directors in purchasing their own firms' stocks in 1981 and 1982.

Efficient neuromorphic optomotor heading regulation
2015 American Control Conference (ACC), 2015“Neuromorphic” vision sensors are a recent development in sensing technology. They can be thought of a camera sensor whose output is a sequence of “retinal events” rather than frames. Events are generated independently by each pixel as they detect a change in the light field.
