Electoral Turnovers

Abstract In most national elections, voters face a key choice between continuity and change. Electoral turnovers occur when the incumbent candidate or party fails to win reelection. To understand how turnovers affect national outcomes, we study all presidential and parliamentary elections held globally between 1946 and 2018.

Electoral Inequity

Ideally, a representative democracy awards a genuine vote to each adult. We study this issue in competitive democracies with an election model combining district apportionment and proportional representation. Four classic seat allocation rules, including d’Hondt, are reframed as Dutch auctions, allowing important properties to be easily derived.

This article is a cross-national study of the impact of electoral system design on electoral misconduct. It argues that elections held in single-member districts (SMD) under plurality and majority rule are more likely to be the object of malpractice than those run under proportional representation (PR).
