Electromagnetic or electromagnetic induction?

In the process of electromagnetic induction from a long solenoid, an induced EMF occurs in a circuit where the magnetic flux density is effectively zero. It is argued that the crucial magnetic quantity in electromagnetic induction is not the flux density, but the vector potential.
