Cities in Fiscal Equalization [PDF]

open access: yes
Redistributive grants schemes, such as fiscal equalization, are a common characteristic of local public finance in several countries. However, large and small jurisdictions are treated differently by the respective fiscal equalization schemes that often ...

Boron‐Doping of a Macrocyclic Tetrafuran Framework Unveils an Expanded Porphyrinoid With Switchable (Anti)Aromaticity and Conformational Dynamics

open access: yesAngewandte Chemie, EarlyView.
We disclose a novel boron macrocycle derived from the sustainable furan building block. The boraporphyrinoid exhibits a global antiaromatic ring current and dynamic conformational flexibility. Twofold reduction induces a switch to strong global aromaticity, accompanied by stiffening of the porphyrinoid backbone.

A Compact, High‐Performance, and Deformation‐Resilient Trielectrode Electrostatic Soft Pump for Soft Robotics

open access: yesAdvanced Intelligent Systems, Volume 7, Issue 3, March 2025.
Existing soft pumps often require tradeoffs between performance and compatibility with soft robotic systems. The proposed trielectrode electrostatic soft pump addresses these limitations through an innovative driving mechanism. Its design, which includes a trielectrode configuration and the use of compliant materials, improves operational efficiency ...

Equalization Transfers and Dynamic Fiscal Adjustment: Results for German Municipalities and a US-German Comparison [PDF]

open access: yes
A large panel of German municipalities is employed in order to investigate the dynamic fiscal policy adjustment of local jurisdictions using a VEC model which explicitly takes account of the intertemporal budget constraint.

Adaptive Denoising and Equalization of Infrared Wireless CDMA System

open access: yesEURASIP Journal on Wireless Communications and Networking, 2005
Infrared has abundant, unregulated bandwidth enabling rapid deployment at low cost. However, safety limits on power emission levels (IEC825), large noise due to ambient lighting, and multipath dispersion remain as hurdles in diffused indoor environments.

A Hybrid Transfer Learning Framework for Brain Tumor Diagnosis

open access: yesAdvanced Intelligent Systems, Volume 7, Issue 3, March 2025.
A novel hybrid transfer learning approach for brain tumor classification achieves 99.47% accuracy using magnetic resonance imaging (MRI) images. By combining image preprocessing, ensemble deep learning, and explainable artificial intelligence (XAI) techniques like gradient‐weighted class activation mapping and SHapley Additive exPlanations (SHAP), the ...

Equal Opportunity, Equality, And Responsibility

open access: yes, 2007
This thesis argues that a particular version of equal opportunity for welfare is the best way of meeting the joint demands of three liberal egalitarian ideals: distributional equality, responsibility, and respect for individuals’ differing reasonable judgements of their own good.

NIRGB‐GS: Near‐Infrared Assisted Low‐Light Scene Reconstruction and Enhancement via Gaussian Splatting

open access: yesAdvanced Intelligent Systems, EarlyView.
This article proposes NIRGB‐GS, a multimodal 3DGS variant that enables reliable 3D reconstruction and normal‐light novel‐view synthesis for extremely low‐light scenes by fusing paired near‐infrared and noisy RGB captures. High‐SNR near‐infrared modality and modality‐specific appearance encoding together resolve the issues of unstable pose/geometry ...
