Exploring the Potential of Microwave Annealing for Enhancing Si‐based GeSn Lasers

open access: yesAdvanced Materials Technologies, EarlyView.
We explore low‐thermal‐budget microwave annealing to enhance the performance of group‐IV GeSn lasers on Si. Microwave annealing under optimal conditions can simultaneously relax unwanted compressive strain and enhance the material quality of the GeSn active layer, thereby reducing the threshold and increasing the laser operating temperature.

Record High Polarization at 2 V and Imprint‐Free Operation in Superlattice HfO2‐ZrO2 by Proper Tuning of Ferro and Antiferroelectricity

open access: yesAdvanced Materials Technologies, EarlyView.
Low‐power ferroelectric capacitors, based on superlattice HfO2‐ZrO2 is reported. With proper tuning of ferro and antiferroelectricity, an imprint‐free high switchable polarization charge (2Pr of 76 µC/cm2) is obtained with 2MV/cm leading to linear analog weight update and non‐volatile retention, providing a design guideline for emerging non‐volatile ...

The EU budget – how much scope for institutional reform? [PDF]

open access: yes
This paper reviews current discussions on reforming the European Union (EU) budgetary procedure and assesses the main reform proposals that have been suggested thus far. It argues that prospects for reforms are presently hampered by the complex interplay

Rules enforcement in the EU: “Conditionality” to the rescue? Bertelsmann Stiftung Policy Paper 28.05.2019 [PDF]

open access: yes, 2019
• Since the 1990s, the EU has used its budget not just to implement policies, but also to influence member state behaviour. Payments to governments and regions can be increased as an incentive or suspended as a punishment.

Transducers Across Scales and Frequencies: A System‐Level Framework for Multiphysics Integration and Co‐Design

open access: yesAdvanced Materials Technologies, EarlyView.
Transducers convert physical signals into electrical and optical representations, yet each mechanism is bounded by intrinsic trade‐offs across bandwidth, sensitivity, speed, and energy. This review maps transduction mechanisms across physical scale and frequency, showing how heterogeneous integration and multiphysics co‐design transform isolated ...

The EU Budget Dispute - A Blessing in Disguise? [PDF]

open access: yes
This paper analyses the European budget and the net position of the ten new member states. We argue that the EU budget should be reconsidered, as the Union has expanded to 25 member states and has become more heterogeneous. We demonstrate how the ten new

Additively Manufactured Porous Ceramics as Tunable Dielectrics for Passive Temperature Sensing

open access: yesAdvanced Materials Technologies, EarlyView.
Porous ceramic lattices, 3D‐printed from a multicomponent oxide ink, are integrated with LC resonators for passive wireless temperature sensing. By tuning porosity, the dielectric properties and RF response are engineered to produce distinct resonant frequency shifts with temperature. The results establish a structure‐driven approach to customizing the

Can EU Conditionality Remedy Soft Budget Constraints in Transition Countries? [PDF]

open access: yes
Soft budget constraints (SBCs) are a persistent feature of transition economies and have been blamed for i.a. a lack of fiscal consolidation and sluggish growth. EU eastward enlargement has - among other things - been conditioned on tackling SBCs.
