2001The demand for an explicitly political dimension to the external relations of the EC eventually produced a commitment to a Common Foreign and Security Policy (CFSP) in the 1993 Treaty on European Union. We shall be analysing the CFSP in the next chapter. This outcome, however, emerged from an incremental process of change over many years.
