Fiscal Autonomy and Public Transparency
In Brazil, access to public information has been guaranteed by law since 2011 with the enactment of Law No. 12,527/2011. However, the literature indicates that the existence of a legal framework is not sufficient to ensure high levels of transparency, as this depends on institutional and fiscal conditions.

Fiscal Autonomy of Sub-Central Governments [PDF]
State and local governments in OECD countries have access to a variety of fiscal resources. Discretion over these resources varies considerably, and so does sub-central governments’ power to shape public service delivery. The design of fiscal autonomy affects sub-central government’s behaviour and determines outcomes like public sector efficiency ...

Magnetic doping of the topological insulator Bi2Te3 with erbium adatoms induces out‐of‐plane magnetism and breaks time‐reversal symmetry, opening a Dirac gap and driving a Fermi surface transition from hexagonal to star‐of‐David geometry. Microscopy, spectroscopy, and magnetic dichroism reveal atomically controlled magnetic interactions that tailor the

Fiscal Decentralisation in Vietnam: a Preliminary Investigation [PDF]
Fiscal decentralisation is a complex theoretical and practical issue. The literature is currently divided on whether there is a positive or negative relationship between fiscal decentralisation and economic growth, and it appears that this is in large ...

Flexoelectrically Induced Polar Topology in Twisted SrTiO3 Membranes
Twisted SrTiO3 bilayers host polar vortices of flexoelectric origin, revealed through combined experiment and theory. By reconstructing polarization from the toroidal moment of strain gradients, the work establishes a 3D chiral state with broken inversion and mirror symmetries.

DECENTRALIZATION BETWEEN EFFICIENCY AND RISK: A CRITICAL AND THEORETICAL ANALYSIS [PDF]
The topic of decentralization is analyzed in this article from a critical perspective, as a process through which local authorities receive more power and resources at the expense of the central level.

Atomistic Mechanisms Triggered by Joule Heating Effects in Metallic Cu‐Bi Nanowires for Spintronics
Bi doped metallic Cu nanowires are promising for spintronics thanks to the stabilization of a giant spin Hall effect. However, heat resulting from current injection forces Bi to leave solution, forcing segregation into monoatomic decorations which evolve into coherent crystalline aggregates.

Azaporphyrinoid‐Based Photo‐ and Electroactive Architectures for Advanced Functional Materials
A long‐standing collaboration between the Torres and Guldi groups has yielded diverse azaporphyrinoid‐based donor‐acceptor nanohybrids with promising applications in solar energy conversion. This conspectus highlights key molecular platforms and structure‐function relationships that govern light and charge management, supporting the rational design of ...
