What to Make and How to Make It: Combining Machine Learning and Statistical Learning to Design New Materials

open access: yesAdvanced Intelligent Discovery, EarlyView.
Combining machine learning and probabilistic statistical learning is a powerful way to discover and design new materials. A variety of machine learning approaches can be used to identify promising candidates for target applications, and causal inference can help identify potential ways to make them a reality.

Fiscal Decentralization in Centralized States : The Case of Central Asia [PDF]

open access: yes
The resource-based Central Asian countries Kazakhstan, Turkmenistan, and Uzbekistan constitute a special case for fiscal decentralization. Political and administrative centralization is accompanied by the centralized administration of resource rents and ...

Decentralization and political institutions [PDF]

open access: yes, 2006
Does fiscal decentralization lead to more efficient governance, better public goods, and higher economic growth? This paper tests hypotheses posed by theoretical literature that the results of decentralization depend on features of political ...

In Government We Trust: The Role of Fiscal Decentralization [PDF]

open access: yes
We measure the contribution of fiscal decentralization to trust in government. Using repeated cross-country survey data of individuals on several measures of trust in govern- ment over the 1994-2007 period, we estimate an ordered response model of the ...

Toward Predictable Nanomedicine: Current Forecasting Frameworks for Nanoparticle–Biology Interactions

open access: yesAdvanced Intelligent Discovery, EarlyView.
Predictive models successfully screen nanoparticles for toxicity and cellular uptake. Yet, complex biological dynamics and sparse, nonstandardized data limit their accuracy. The field urgently needs integrated artificial intelligence/machine learning, systems biology, and open‐access data protocols to bridge the gap between materials science and safe ...

Fiscal decentralization : a political economy perspective [PDF]

open access: yes, 2005
This paper surveys recent contributions to the study of fiscal decentralization which adopt a political economy approach. It is argued that this approach can capture, in a variety of formal models, the plausible and influential ideas (increasingly ...

Physical Reservoir Computing for Smart Manufacturing of PCB Using Crystallinity‐Controlled HfO2 Memristor for Reservoir

open access: yesAdvanced Intelligent Systems, EarlyView.
We address multilayer PCB anomaly detection for smart manufacturing by physical reservoir computing with HfO2‐based memristors. Crystallinity‐tuned HfO2 suppresses ferroelectricity while preserving the high‐k insulating state and confers strong short‐term memory.

Decentralization and Political Institutions [PDF]

open access: yes
Does fiscal decentralization lead to more efficient governance, better public goods, and higher economic growth? This paper tests Riker’s theory (1964) that the results of fiscal decentralization depend on the level of countries’ political centralization.
