AbstractUnstable government debt dynamics can typically be stabilized around a certain target level of debt by adjustments in various fiscal instruments, like government spending, transfers, or taxes. This paper investigates properties of debt stabilizing rules which link the needed budgetary adjustments to the state of the economy.

Fiscal Rules, Fiscal Space and Procyclical Fiscal Policy [PDF]
In this paper we analyse the interaction of fiscal rules and fiscal space. We find strong evidence for fiscal rules being associated with higher fiscal space. Furthermore, the analysis shows that countries with more fiscal space tend to have higher discretionary expenditures, but that this effect is significantly reduced if fiscal rules are in place. A

This paper studies the welfare effect of restrictions imposed on government debt and deficit. The analysis is conducted in a sovereign default framework with endogenous default decisions. In addition to the conventional exponential discounting preferences the paper also studies a specification, in which agents have self-control problems.
