Precision Arithmetic: A New Floating-Point Arithmetic

A new deterministic floating-point arithmetic called precision arithmetic is developed to track precision for arithmetic calculations. It uses a novel rounding scheme to avoid excessive rounding error propagation of conventional floating-point arithmetic.
