Optimal handoff control: incorporating handoff delay

The design of handoff algorithms for cellular communication systems based on signal-strength and distance measurements is studied within a hybrid system framework. It is shown that a previously proposed algorithm which trades off between the expected number of handoffs and the expected number of signal degradations suffers from excessive handoff delay.
