Transform Coefficient Coding in HEVC
This paper describes transform coefficient coding in the draft international standard of High Efficiency Video Coding (HEVC) specification and the driving motivations behind its design. Transform coefficient coding in HEVC encompasses the scanning patterns and coding methods for the last significant coefficient, significance map, coefficient levels ...

Multi‐Scale Transformer for Image Restoration
ABSTRACT Although Transformer‐based image restoration methods have demonstrated impressive performance, existing Transformers still insufficiently exploit multiscale information. Previous non‐Transformer‐based studies have shown that incorporating multiscale features is crucial for improving restoration results.

Seeing Gusty Winds: Optical Tracking of Tree Motion Captures Peak 3‐s Gust Velocities
Our proof‐of‐concept shows that short video clips of trees and flags, analysed to detect their motions, potentially provide a low‐cost method to estimate peak 3‐s wind gusts. Such measurements offer insights into local wind hazard variations without the need for complex instrumentation, with future use envisaged in insurance risk assessment.

Intra Coding of the HEVC Standard
This paper provides an overview of the intra coding techniques in the High Efficiency Video Coding (HEVC) standard being developed by the Joint Collaborative Team on Video Coding (JCT-VC). The intra coding framework of HEVC follows that of traditional hybrid codecs and is built on spatial sample prediction followed by transform coding and ...
