Vertical redistribution and horizontal inequity

Working Paper Series, 1995
Inequality of post-tax income among pre-tax equals is evaluated and aggregated to form a global index of horizontal inequity in the income tax. The vertical action of the tax is captured by its inequality effect on average between groups of pre-tax equals. Putting the two together, horizontal inequity measures loss of vertical performance.

Testing for horizontal inequity econometrically

Working Paper Series, 1997
Methods of testing econometrically for horizontal inequity (HI) induced by tax systems are examined. Both socially homogeneous and heterogeneous income-receiving populations are analysed. The favoured econometric methods are applied to cross-section data in order to determine the magnitude and statistical significance of HI in the UK.

This omission is rectified in this paper. Moreover, we consider the dynamics of horizontal inequity in health over six years from 1992 to 1998.
