In dit hoofdstuk worden de vragen toegelicht die betrekking hebben op de digitale participatie. Op de eerste plaats wordt gepeild naar de toegang tot digitale informatie. Meerbepaald vragen we naar het bezit en gebruik van een pc en internet. Het gaat aldus om de infrastructuur die nodig is om digitale inhoud te kunnen raadplegen.
