Social Norms Offer Explanation for Inconsistent Effects of Incentives on Prosocial Behavior [PDF]
Incentives have surprisingly inconsistent effects when it comes to encouraging people to behave prosocially. Classical economic theory, according to which a specific behavior becomes more prevalent when it is rewarded, struggles to explain why incentives sometimes backfire.

Can incentives be effective in encouraging the development of good habits? We investigate the post-intervention effects of paying people to attend a gym a number of times during one month. In two studies we find marked attendance increases after the intervention relative to attendance changes for the respective control groups.

We examine a repeated interaction between an agent who undertakes experiments and a principal who provides the requisite funding. A dynamic agency cost arises—the more lucrative the agent's stream of rents following a failure, the more costly are current incentives, giving the principal a motivation to reduce the project's continuation value.
