Concurrent Crises and Non‐State Service Provision

open access: yesRisk, Hazards &Crisis in Public Policy, Volume 17, Issue 3, September 2026.
ABSTRACT Concurrent crises represent a significant challenge for disaster and public health governance. Activated in response to one threat, governing institutions may be distracted or stretched thin during an emergent crisis. In such crises, governments and communities rely heavily on non‐state service providers such as non‐profit organizations and ...

The Ensemble Kalman Inversion Race

open access: yesJournal of Advances in Modeling Earth Systems, Volume 18, Issue 9, September 2026.
Abstract Ensemble Kalman methods were initially developed to solve nonlinear data assimilation problems in oceanography but are now popular in applications far beyond their original use cases. Of particular interest is climate model calibration.

Interval Data Assimilation: A Data Assimilation Scheme Where All Observations Are Intervals

open access: yesJournal of Advances in Modeling Earth Systems, Volume 18, Issue 9, September 2026.
Abstract With the proliferation of non‐conventional observations from low‐cost sensors, citizen science networks, and binary detection systems, data assimilation increasingly confronts observations that take the form of inequalities or intervals rather than precise point values.

Seismic Meta‐Fragility Functions

open access: yesEarthquake Engineering &Structural Dynamics, Volume 55, Issue 10, Page 2504-2510, August 2026.
ABSTRACT Fragility functions make for one of the three key components of probabilistic seismic risk analysis, along with hazard and consequence and/or exposure models. They are, in principle, construction‐specific; however, risk analysis is more often performed on a larger (e.g., regional) scale. In this case, so‐called typological fragility curves are

Seismic Vulnerability of Bridges in Morocco Using Fragility Curves and Incremental Dynamic Analysis IDA: A Case Study of an Independent-Span Viaduct with Precast Reinforced Concrete Beams on the Selouane to Nador WESTMED Railway Link

open access: yesE3S Web of Conferences
Bridges represent critical yet vulnerable elements of Morocco's transportation infra-structure. This vulnerability is particularly concerning in seismically active regions such as the Nador area in northeast Morocco, where the convergence of the Eurasian and Nubian plates along the Alboran Sea generates significant seismic hazard.
