1997The Constitution enables the appointment of the Finance Commission every 5 years by the President of India to recommend devolution of Union taxes and grants in aid to the States to offset vertical and horizontal imbalances. The Commission has the mandate to recommend measures to supplement the resources of local bodies as well.
