ABSTRACT This study examines the paradoxical relationship between policy learning and capacity: governments need certain capacities to learn effectively, yet these same capacities often emerge from previous learning experiences. Through a comparative analysis of Hong Kong and Singapore's responses to SARS and COVID‐19, we demonstrate how policy ...

Permutation-Based Distances for Groups and Group-Valued Time Series
Permutations on a set, endowed with function composition, build a group called a symmetric group. In addition to their algebraic structure, symmetric groups have two metrics that are of particular interest to us here: the Cayley distance and the Kendall ...

ABSTRACT This study applies the Narrative Policy Framework (NPF) within a non‐democratic context, exploring the role of policy narratives in the implementation of patient‐centred healthcare policy in China. Drawing on a dataset of academic journal articles that reference both “market” and “patient‐centredness,” the research reveals how local ...

Two Stochastic Differential Equations for Modeling Oscillabolastic-Type Behavior
Stochastic models based on deterministic ones play an important role in the description of growth phenomena. In particular, models showing oscillatory behavior are suitable for modeling phenomena in several application areas, among which the field of ...

To overcome challenges in studying elusive benthic elasmobranchs, a comprehensive, rapid methodology was developed and applied to 133 Spiny Butterfly Rays in Gran Canaria and Tenerife between 2020 and 2024. This approach integrated internal tagging with acoustic and external T‐bar tags, alongside biological sampling and ultrasound assessments, all ...

A Simplified Algorithm for the Topological Entropy of Multimodal Maps
A numerical algorithm to compute the topological entropy of multimodal maps is proposed. This algorithm results from a closed formula containing the so-called min-max symbols, which are closely related to the kneading symbols.
