Art 71 concerns the legal consequences of the invalidity of a treaty that is in conflict with a peremptory norm of general international law. It singles out the conflict of a treaty with ius cogens as a special reason of invalidity of that treaty because it has certain peculiarities and differs from the other grounds of invalidity.
