국가도서관은 다양한 자료를 최대한으로 수집하여 이용자들의 정보요구를 충족시켜야하는 의무가 있다. 납본은 국가도서관의 수집의 방법 중에 가장 높은 비율을 차지하고 있으므로 국가도서관에서는 출판사들의 납본을 독려하기 위해서 노력하고 있다. 대부분의 출판사들은 영세하고 몇 출판사들을 제외하고는 출판 현황이 어려운 실정이다. 그러나 현행 납본법은 출판사의 크기나 특성을 고려하지 않고 모든 출판사에게 발행물을 납본하게 하고 있다.
