Continuous presence of soldiers, originating in Italy and various provinces, accelerated the process of romanisation. The legion XV Apollinaris was stationed in Pannonia from Augustus' reign to the time of Hadrian.

Le garnison de la Haute Mésie au IIème et IIIème siècle fut constitué par les légions de IV Flavius, stationnée à Singidunum, et de VII Claudius, stationnée à Viminacijum. Ces deux unités furent transportées sur le cours moyen du Danube en provenance de Dalmatie : VII Claudius entre 63 et 66 ans avant J.- C. et IV Flavius 86 ans avant J.- C. .
