Povećanjem količine tereta namijenjenog za prijevoz morem povećava se i broj brodova u opticaju i broj radnih procesa. Rezultat tomu je povećanje frekventnosti nesreća. Provedbom adekvatne procjene rizika, nastoji se smanjiti frekventnosti, a ujedno i posljedice nastalih nesreća.
